I, Ellen Atkin, stand as an evidenced survivor of the Montreal Experiments — a dark chapter in Canadian and world history where human beings were used as test subjects for psychological manipulation, coercive persuasion, and so-called “mental illness therapies” funded through the MK Ultra program, The Rockefeller Foundation and the Canadian Health Care system among other parties.
My family was among those targeted. Both of my parents, John Atkin and Jane Atkin (Crunican), were patients of Dr. Ewen Cameron at the Allan Memorial Institute in Montreal. Their medical records confirm their involvement in these unethical experiments — this “care” destroyed lives under the guise of science and treatment.
I am known publicly as the MK Ultra Girl, the child in the haunting photograph labeled “Strain All Urine.” That image represents not only my personal history but the suffering of thousands of survivors and descendants of the Montreal Experiments and related atrocities perpetrated by figures such as Dr. Sidney Gottlieb, Dr. Donald Hebb, Dr. Louis “Jolly” West, and Dr. Joseph Mengele. It stands as a symbol of the silencing, denial, and cover-up that have persisted for generations.
Behind the language of “mental illness therapy” lay systematic human experimentation — drugging, depatterning, electroshock, and psychological reprogramming — practices that shattered families and identities in the name of control. I was born into that system and carry its imprint.
The Strain All Urine photograph has become a testament to this hidden history. I have come forward to claim my truth as that child, now grown, to give voice to all who were silenced by trauma, secrecy, and institutional abuse.
This is not only my story — it is the story of thousands of survivors and families whose lives were altered by secret programs designed to erase the human mind. The impact on my life, family, and community has been profound and ongoing. The legacy of trauma, medical neglect, and systemic denial continues to this day.
Through this statement, I affirm my standing as a survivor seeking justice, disclosure, and reparations on behalf of all victims of the Montreal Experiments and related MK Ultra programs.
I call for:
Full acknowledgment of these crimes by the Canadian government and participating institutions.
Immediate release of all classified records.
Comprehensive reparations to victims, families, and descendants.
An end to all forms of mind control, coercive psychiatry, and state-sponsored psychological abuse.
The time for secrecy is over. The time for truth, healing, and justice has come.
No more secrecy.
No more human experimentation.
No more silence.
